Chestnut Oaks Owner’s Association - Annual Meeting @ Mason Public Library

Wednesday September 17th, 2003

 

Call To Order

The meeting was called to order at 7:00 pm by Kirk Appell.

 

Attendance

Board members in attendance were Kirk Appell, Roger Beyer, Corrie Metz, Ron Vorbroker and Michelle Sisk.  Towne Properties Management was represented by Christy Ryan.

 

Approval Of Prior Meeting Minutes

No corrections to the meeting minutes of September 18, 2002 were made.  A motion to approve the minutes of September 18, 2002was made by Kirk Appell, seconded by Corrie Metz, 3rd by Ron Vorbroker.  Motion approved unanimously.

 

Reports

A. Corrie Metz provided a report on the planting of annual flowers at the entry ways.  Planting was completed in May with a budget of $250.00.  It was discussed that more consistent watering needs to be provided in order for future plantings such as this to thrive.

B. Roger Beyer provided a financial report.  A copy of the report was provided to all attendees.  The cash in operations was reported as $8,819.00.  The reserves were reported as $12,375.00 for the fence, and $7,453.00 for the general reserve.  The year to date income was reported as $34,168.00.  The year to date expenses was reported as $18,433.00.

C. Kirk Appell provided a report on the status of the Socialville Foster easement cleanup and Fence status.  Please see the attached documents that review these items.

D. Christy Ryan of Towne Properties provided a managers report.

Mailboxes

Christy Ryan of Towne Properties explained that the Postmaster over Mason has declared that regardless of 100% homeowner agreement the post office will not change out the group mail boxes in the older section of the neighborhood.

 

New Business

Deerfield Township

A. Stop Sign - The township has informed us that the stop sign at the corner of Summer View Dr. and Socialville Foster Rd. is obstructed by a Magnolia tree.  Choices to deal with this were to either move the stop sign or the tree.  A motion was made to have the tree removed by Groundmasters by Kirk Appell and seconded by Ron Vorbroker.  It passed unanimously.

B. Retention and Detention Ponds - The township has informed us that the area in front of the concrete collection box, the collection box, and the 12' long discharge tube need to be cleaned of silt and debris.  Additionally the inlet release tubes in the detention pond are also clogged with debris.  A quote of $400.00 was provided by Groundmasters to complete the aforementioned items.  A motion was made by Corrie Metz to approve this work and was seconded by Roger Beyer.  The motion passed unanimously.

 

Election of New Board Members

Two board positions will become open as of the close of this meeting.  They are Kirk Appell's and Roger Beyers positions.  Previous to this meeting intentions to run for the board were made by four homeowners including Kirk Appell and Brian Carroll.  The other two had dropped from running by the time of the meeting.  Additionally nominations were opened up to the floor and homeowner Marianne Fleckenstein nominated herself.  Each of the three nominees gave a brief explanation as to why they are interested in running for the board and then questions were opened to the floor.  After ward voting took place.  Michelle Sisk, Roger Beyer and Corrie Metz who were the appointed election committee counted the votes and delcared the winners to be Kirk Appell at 21 votes and Marianne Fleckenstein at 16 votes. 

 

Other Miscellaneous Business

A. Several homeowners have brought the recent flooding issue up to the board.  The board explained its position and referred to the cleanup that the township requested that will be completed by Groundmasters in the next couple of weeks.  One homeowner provided a letter being submitted to Ryland Homes and the township in regards to his property grading being incorrect and therefore causing water damage at his home.  This homeowner requested backing by the board to pursue this issue with Ryland.  The board stated that the most they could do is send a letter on homeowners behalf stating the facts of the flooding situation.  The board is not accountable for intervening in homeowner vs. builder or township issues.  It was then stated by the board that homeowners affected by this have the right to pursue their issues with the township at their own convenience.

 

B. It was brought to the boards attention that a family on Summer View Dr. has several children who have been creating a nuissance by congregating in the streets, riding chairs down into the streets, blocking cars from passing safely, setting off fireworks, shooting pellet guns at passers by and other various acts.  The board stated that a letter could be sent to the homeowner regarding these occupants if a formal written letter of complaint and/or petition by homeowners was received stating said nuissances.  Additionally it was reccommended by the board that homeowners phone the police at any time they feel another resident is violating a law or township ordinance and that a report with the police be filed upon complaint.

 

Adjournment

A motion was made by Kirk Appell to adjourn the meeting at 8:51p.m.  The motion was seconded by Corrie Metz and 3rd by Michelle Sisk; motion passed unanimously.  Meeting was adjourned at 8:52p.m.
