Chestnut Oaks Owner’s Association - Executive Meeting @Kirk Appell's
home Wednesday September 3rd, 2003 Call To Order The meeting was
called to order at 7:04 pm by Kirk Appell. Attendance Board members in
attendance were Kirk Appell, Roger Beyer, Corrie Metz, and Michelle Sisk.
Approval Of
Prior Meeting Minutes No corrections to the
meeting minutes of June 11, 2003 were made. A motion to approve the minutes of June 11, 2003 was made by
Kirk Appell, and seconded by Corrie Metz. Motion
approved unanimously. Filling of Open
Board Position Homeowner Ron
Vorbroker in attendance at the meeting expressed interest in filling the board
position vacated by Brian Carroll. After
a brief presentation to the board on why Ron would like to be a part of the
board a vote was taken. Corrie Metz
made the motion to aprrove Ron as a member of the board, Roger Beyer seconded
the motion and it passed unanimously. Nominations for
Open Board Positions There are two
positions becoming open at the annual meeting September 17th, 2003 for a three
year term each. Interest has been
expressed by four homeowners in running for those open positions including
current board President Kirk Appell. It
has been determined that 20 ballots should be prepared for the annual meeting.
Additionally 20 copies of the agenda and notice should be prepared and
one copy of the minutes from last years annual meeting should be made available
to attendees. Managers Report A managers report was
provided by Towne Properties for review. This
report was reviewed and issues discussed see new business. Financial
Report The cash in
operations is $11,302.22. The
reserves are $19,828.50. Year to
date income is $33,447.93, and year to date expenses are $26,655.58. The delinquency report shows $1392.00 still owed in fees,
$908.00 of that is the annual assessment and $500.00 of that is late fees.
Currently there are liens on 4 properties due to non-payment and there is
one hold on fees to the end of the year. Roger
Beyer will prepare and present a financial report for the annual meeting to
include end of year projections. Officer Reports

Planting and Budget for said - Corrie Metz New Business Late Fee Removal
Requests The board has
discussed the continued requests by homeowners for late fee removal and the
amount of time it takes each meeting to consider these requests.
It has been determined that we should be utilizing Towne Properties to
handle this, as is done by many other HOA's and have them provide a report to
the board of late fees assessed without further debate.
A motion was made by Michelle Sisk to approve Towne handling all late
fees and this motion was seconded by Ron Vorbroker.
The motion passed with 4 votes for and 1 vote sustained. Fence Survey and
Status Towne Properties
obtained 2 bids for completing a survey of the common property line along both
Butler Warren Rd. and Socialville Foster Rd. to determine where a fence may be
placed. The bids were for $700.00
and $1700.00. After considering the
two bids a motion was made by Corrie Metz to accept the bid of $700.00 by
Henderson and Bodwell to complete said survey and this motion was seconded by
Roger Beyer. The motion passed
unanimously. Lot #87 Issue It has been brought
to the boards attention that several unsightly flags, string, signs, and
plantings have been placed on common property behind lot #87 by said homeowner.
It was discussed by the board that these items are both unsightly and
create a difficulty for the landscaping crew maintaining this easement.
The land the homeowner placed these plantings and signs on is not her
property and the board requested that Towne Properties look into the ability to
have these removed. A motion was
made by Kirk Appell to have Towne address this issue and respond back to the
board. This motion was seconded by
Corrie Metz and passed unanimously. Flooding Issue After several days of
heavy rain some flooding has occurred in several areas of Chestnut Oaks.
Kirk Appell will complete a walk through with Ground masters to determine
if any action needs to be taken to reduce the risk of future flooding.
Assessment is also being made by the Township who will provide a report
upon completion of assessment. Other
Miscellaneous Issues A. It has been
brought to the boards attention that a section of sidewalk on Harvest Ct. has
been damaged due to a pool being put in. This
will need to be repaired by the homeowner. B. It has been
brought to the boards attention that a home on Autumn Place Ct. has been
abandoned and that the lawn has not been kept up. The board will look into the status of this home. C. It has been
brought to the boards attention that there is a barking dog issue on Winters
lane with a dog being let to bark at very early hours of the day.
The board has advised that
there is a Township ordinance with regard to barking dogs and that therefore the
Township should be contacted in regards to this issue. Adjournment
