Oaks Owner’s Association Meeting @ Towne Properties Wednesday
June 11, 2003 Call To Order The meeting was called to
order at 7:00 pm by Kirk Appell. Attendance Board members in attendance
were Kirk Appell, Roger Beyer, Corrie Metz, and Michelle Sisk.
Management was represented by Christy Ryan.
Approval Of Prior
Meeting Minutes No corrections to the
meeting minutes of March 24, 2003 were made.
A motion to approve the minutes of March 24, 2003 was made by Corrie
Metz, and seconded by Kirk Appell. Motion
approved unanimously. Managers Report Management gave the monthly
report. Management also submitted a
written report to the Board along with the Board packet.
Management spoke on the items listed on the report and asked the Board if
there were any questions. Financial Report The cash in operations is
$16,449.40. The reserves are
$19,800.52. Year to date income is
$34,157.61, and year to date expenses are $20,577.42. Old Business Easement Cleanup The county has completed all
of the work that they will do at this time.
Due to work being stopped several times previously by various homeowners
and lack of consistent communication, the county has said they will not come
back to complete the work to the level they felt was needed to ensure proper
drainage of rainwater in the easement. The
recommended work included further cleanout of the area and proper grading and
seeding of the land to allow drainage. If we feel this work is necessary then we
will need to pay Ground Masters to have it completed (current estimate was
approximately $1300). The
discussion as to the necessity to further improve the easement drainage has been
tabled until the annual meeting per a motion from Kirk Appell and seconded by
Michelle Sisk. The motion passed
unanimously. Ground Masters Ground Masters provided an
estimate of work to improve drainage in the easement area per the county’s
refusal to continue work (see above). Ground
Masters is to provide a statement of services rendered to Roger Beyer as
completed. Fence Survey Due to the lack of homeowner
response to the survey there is no clear majority preference on what to do with
the perimeter fence. Based on a
legal opinion it has been advised that the board can make the decision on how to
proceed. The board has made several
attempts to please the majority of homeowners by gathering input and the
response has been very low. At this
point the board has decided that a replacement fence (if the chosen solution)
would be vinyl for low maintenance and would be extended all the way down the
neighborhood border on Socialville Foster so that is represents the entire
neighborhood not just the Butler Warren Rd. side.
In order to make this decision a request was made by the board to Towne
Properties to get an estimate on having a survey done for placement of a fence.
Spring Flower Resident
Planting Corrie Metz along with
residents Kelly Berling, Tracey Stone, and Becky Appell purchased and planted
$245 worth of annuals and fertilizer to plant both the Socialville Foster and
Butler Warren Rd. entryways. Annuals
were chosen for drought and heat hardiness due to lack of irrigation available
and therefore low watering frequency. These
were planted in the end of May. Additionally
some of the perennials in these entryways were relocated due to overgrowth. New Business Late Fee Removal Requests Several residents have made
requests to have late fees removed from their account with Towne Properties for
association fees. The board took
each request into consideration separately and voted on each request.
Home Improvement
Applications Two applications for home
improvement were made by homeowners one for a fence and another for a patio and
both were approved unanimously by the board as long as covenants were being
followed. Tree Trimming A homeowner had called Towne
Properties asking about having trees trimmed as there were some that were
obscuring the ability to properly use the sidewalks and the board asked Christy
Ryan to refer them to Deerfield township who would handle such a complaint. Recreational Vehicle
Storage A township ordinance
prohibits the storage of any recreational vehicle such as a boat or camper
unless it is completely out of view of neighbors and the street.
There have been several violations of this ordinance in Chestnut Oaks and
these homeowners as well as the township have been contacted regarding these
violations. Board Positions There is currently one board
position still unoccupied and 2 more will become open as of September of 2003.
If anyone is interested in running for a board position please contact
Christine Ryan or Roger Beyer. An
election committee was formed with Roger Beyer handling recruitment and Corrie
Metz and Michelle Sisk handling vote counting.
Kirk Appell a current board member whose term is up in September has
announced that he does not intend to run for another term.
Next Meeting Date The annual meeting of the
Chestnut Oaks Owner’s Association will be on Wednesday September 17, 2003 at
7pm with location TBA. Adjournment A motion was made by Kirk
Appell to adjourn the meeting at 8:57p.m. The
motion was seconded by Michelle Sisk and motion passed unanimously.
