CHESTNUT OAKS HOMEOWNERS BOARD MEETING May 22, 2002
CALL TO ORDER
Meeting called to order at 7:01 p.m. All members present.
MEETING MINUTES
Review of old minutes from 4/18 and 3/16. Roger wants the minutes of 4/18 changed to
reflect that Kirk's votes for that evening were by proxy through Andy. Michelle will
send this revision to Mark Pyles. Pending this change, a motion was made to approve
both sets of minutes. Andy made motion, Kirk seconded. All approved except Roger.
TREASURY REPORT
$17,707.77 as of 5/01/02
OLD BUSINESS
Cleanup
Discussion of another Warren County cleanup. Discussion of shrub purchase for homeowners
affected by first Warren County cleanup. County is willing to come back out. Kirk suggested
we do a walkthrough with the affected homeowners and place yellow ribbon on all items to be
removed. NO ribbon would indicate the item remains. Kirk showed board members a draft of a
letter he composed to invite the affected homeowners to a walkthrough. Andy stated that a
new section should be added to the letter stating that if homeowners were unable to attend
the walkthrough, they would notify Towne. If they do not come to the walkthrough or contact
Towne, the board will do as it sees fit.
Roger surveyed the affected homeowners with regard to how many shrubs they were
anticipating getting from the board to replace those that the county had removed.
Results of survey are as follows:
° 3 requested 4 or fewer bushes
° 1 requested 10 bushes
° 1 was ashamed of the 10 bushes request and requested 0
The price for each bush is $19.95. The board decided to tell homeowners to plant
these shrubs every 15 feet. The board will purchase 14 shrubs which will cost about
$300.00.
The drain on Socialville-Foster was discussed. Kirk also talked to the county about this.
There are currently no plans or repairs of any type until at least next spring.
Board will clearly explain to recipients of bushes how to plant them. Board will also
contact Towne once bushes are delivered and Towne will notify homeowners. Motion made
to approve the cost of the 14 new bushes by Brian, seconded by Kirk. All approved except
Roger.
Once clean up has been taken care of, board will meet again to decide what do about the
bald spot created by county cleanup.
Lawncare
B & B is doing a poor job with lawncare. So far, COOA has been billed for three mowings.
Kristy at Towne will advise B & B to improve on lawncare or the Board will select a new
lawncare provider. Andy will contact Kristy at Towne and tell Christy to talk to B & B
about the entryways and to schedule a bushwhacking now and four more times this summer.
Fence Survey
Homeowner, Kim Hueil performed a fence survey. Roger reported on this survey and e-mailed
results to board. Andy stated that the board will not proceed until all board members
given this matter some thought. Andy wants to give the homeowners some background on the
fence, such as why one may be needed, who will own the fence. Homeowners whose properties
are affected by the fence will be surveyed; those whose homes are unaffected will not be
surveyed, but my give input on the issue and make suggestions. Brian will create a decision
tree sheet that will explain all information to affected homeowners. This tree will be
presented at the June 6 meeting. Further discussion on this issue is tabled until the next
meeting.
Flowers
Brian's wife, Barbara Carroll has agreed to plant flowers at the two entryways to the
subdivision. A motion was made to take money from the treasury to fund this. Motionmade
by Brian and seconded by Andy. All approved except Roger. The board agreed to pay for
$100.00 worth of flowers for this purpose. Joanie Kemppainen and Robin Lewis have also
expressed interest in helping. Flowers may be planted this coming weekend.
Satellite Dishes
One satellite dish which was placed on the front of a house was relocated to a more
desirable location. However, there are still two more homes where the dishes have not
been moved. Kristy will send another letter to these two homes.
Website Funding
The cost to fund the COOA website is $145.000 per year. Motion to fund this website was
made by Michelle and seconded by Andy. Motion passed unanimously.
Contact with Towne
Board agreed that Andy will be the contact person for Towne. So all future questions/concerns
of board regarding Towne will go through Andy.
Pond Issues
The board will take no further action on putting a lock on the gate to the pond.
The pump for the pond needs to be reset.
B & B needs to stay on top of the weeding around the pond. It is not looking good and
may contribute to a mosquito problem.
NEW BUSINESS
Brian wondered if there are any other unaddressed issues with Towne. Andy will meet with
Christy to make sure there aren't any.
Board listed action items it will take as a result of this meeting. They are as follows:
° Send letter to 25 homeowners along Socialville Foster regarding the 6/5
walk through. Letter draft has been e-mailed to you under a separate
cover.
° Board approved funding for purchase of (14) bushes at $20 each plus tax.
Please proceed to purchase. If delivery cannot be obtained for free,
please notify me as to when they can be picked up and I will take care
of this.
° Send a letter to the four affected homeowners stating our intention to
buy the bushes, to deliver them to the Konrad's house, and that they
will be responsible for planting them 15 feet apart, along the property
line. If the bushes are not planted on the rear property line as
replacement screening, they will receive a bill from us for $20 per
bush.
° Contract signed to fund the website, please proceed to get approval from
"goodnews" to bring the website back up and inform myself and Mark Pyles
of the status.
° Please contact B&B to make sure they fulfill their contract and weed the
entrances, as well as mow all areas as stated in the contract every time
they mow. Have them put a receipt into Kirk Appel's mailbox after
completion of each item.
° Please inform B&B of our intention to plant flowers in both entrances
and that they are to water those flowers during regular watering.
° 2nd notice of Satellite letter already sent to three homeowners, one
moved it, one announced intention to move, and the third stated reasons
why he shouldn't have to. Those reasons are to be conveyed by the
homeowner to you in writing for review at the next meeting.
° No action required on "no grass guy" since he is making an honest effort
to plant & you have already discussed this verbally with him.
° All interaction with Towne properties is to proceed through me to
eliminate confusion.
° I forgot to sign the power of attorney form, I will sign and send back
as necessary.
° Please inform us of the status of the culvert repair in lot 20, has it
been completed yet?
° We were charge over $300 for re-installing our pond pump, did this
include a storage fee?
