ATTENDANCE
Board members present were Andy Kemppainen, Brian Carroll, and Roger Beyer. Michelle Sisk arrived at 7:10.
TREASURER'S REPORT
As of March 31, balance is $17,160.05. There are 12 homes outstanding on dues totaling $1,380.
OLD BUSINESS
Warren County cleanup/letter to homeowners
Discussion of letter sent. Copy of letter read aloud. Residents whose properties back up to Socialville-Foster are very upset about what Warren County has done so far toward cleaning up garbage and underbrush. They feel that their privacy, value, safety, noise, and their children have been affected by the removal of the undergrowth. A drainage hole that had been covered by undergrowth is now exposed and poses a safety hazard.
Andy, Board President stated that the land with the garbage and undergrowth removal belongs to Warren County. It is their responsibility to maintain. The individual homeowners are allowed to plant their own trees, shrubs, put up a fence etc. They can put it up on their own property OR on Warren County property. However, if they put it on Warren County property, it can be removed by the county at any time.
One homeowner mentioned that her basement has flooded several times during bad rainstorms. Andy stated that the association would look into this.
Andy asked the homeowners how they would like the association to proceed with the cleanup. These residents stated that they wanted all trash removed, dead animals removed, and the drainage issue resolved. They felt that the letter they received was ambiguous and that had they realized that ALL growth would be removed, they would have protested. One resident did call Towne on Friday. She did not hear back from Towne and was very upset by the results of the cleanup on Monday. One other resident did NOT receive a letter stating the cleanup intentions. Andy apologized for her not receiving this letter.
The association agreed to fund new shrubbery for a reasonable amount. The homeowners will investigate the cost and types of shrubbery and will come back to the association with what they feel is reasonable.
When a walk-through is conducted, the proposal of having privacy screening instead of a fence around the subdivision will be discussed. In the event that screening versus a fence is possible, the shrubbery the association purchases may end up being extended to surround the subdivision.
Andy will ask Warren County if a timetable is known for the plan to replace the drainage line; necessitating homeowners to tear out everything.
An agreement was reached between the 25 affected homeowners and the board as follows:
(1) Andy will contact Warren County to see if they are willing to do a walk through with the a member of the board and the homeowners affected
(2) A letter will be sent to the 25 homeowners affected at least two weeks in advance to inform them of the date and time of the walk through
(3) The clean-up will proceed at a date to be determined after the walk through. If any homeowner does not attend the walk through or does not otherwise contact the board through Towne properties, we will assume they have no opinion on the matter and we will instruct the county to proceed as necessary.
Washed out drain
One resident at 8107 Winters Lane is concerned that the easement/drain that was washed out with the flood last spring, which should have been repaired long ago, has still not been addressed. She wants it repaired and rock laid back there too. Andy will have Towne investigate this.
Satellite/no grass letters
Letters were sent to the three homeowners who have satellites in unsightly locations to relocate their satellites. Also a letter was drafted to the homeowner at the corner of Summer View and Spring Arbor who still has no grass planted in his backyard to get grass planted. This letter will be sent soon.The association will take no action for six weeks to see what results the letters will bring.
Towne vs. Alpha
Discussion about whether to choose Alpha over Towne. Since Alpha will not let us drop the indemnity clause, we took a vote about whether or not to switch. Kirk and Michelle voted to stay with Towne. Brian and Roger voted against staying with Towne. So Andy broke the tie and voted to keep Towne. Kirk's yes vote was by proxy since he was
not in attendance.
NEW BUSINESS
Gate at Retention Pond
One resident was concerned about the lock on the pond gate; she will look into
finding a child-proof lock.
Lights at Butler Warren entrance
One of the three fixtures at this entrance is still not working. A new fixture is needed and it needs to be waterproofed. The cost of having it replaced/repaired is approx. $600.00. If we do it ourselves, it will cost approx. $50.00. Motion by Brian to get this repaired. Seconded by Michelle. Motion passed Michelle and Brian voted yes. Roger voted no.
Mower receipts
B & B mower receipts are supposed to be sent to Kirk. Roger raised the issue about whether or not Kirk is receiving these because Roger is not seeing them.
